Abstract

What makes State actors capable of moving the central board? Of course, their capabilities, the history of their achievements, the development of the economy and technology and the power of their military apparatus. All these capabilities make a State truly autonomous and sovereign and entitled to sit in the control room. This contribution focuses on two indices: military power and technological apparatus.
