Abstract

How is the European Union reacting to the pandemic crisis? Will it be strengthened or weakened? Will the pandemic give the final blow to a system already worn down by previous crises and BREXIT, or will it force European governments to strengthen integration? The signs that have emerged are mixed: there have been demonstrations of both unity and solidarity, and conflict and division.
