Abstract

After the launch of the Pleven Plan the negotiations in Paris to create an integrated European Army with the Six Countries of the ecsc, continued throughout 1951 and early 1952. The talks dealt with very complex issues. Delegates sent by De Gasperi-Sforza government dealt the topics of the Conference with interest and even with some caution: the limits for national sovereignty, the formation of a common budget consistent with national needs, the powers of the foreseen joint bodies and the West Germany rearmament. The objections from the Italy political, economic and military worlds conditioned the diplomatic activity of the Italian delegation, however able to present a comprehensive frame of the negotiations.
