The CFSP in the saga of the treaties

From 1985 till 2009, a succession of six Treaties have transformed the European Communities of the Fifties into a European Union encompassing a wide scope of policies: the European Monetary Union and aspects of political union, like Foreign and Security Policy, have been added to the core business of the Common Market. Has the “saga of the Treaties” provided the EU for a decisive role on the international scene? «It’s the hour of Europe» claimed Jacques Poos, Foreign Minister of Luxembourg, in June 1991 when holding the six months Council presidency at the outbreak of the Yugoslav crisis. But the set of major international crisis – splitting of Yugoslavia, intervention in Kosovo, Iraq war, Libyan and Syrian civil wars – have shown that, notwithstanding the formal improvements of its Common Foreign and Security Policy (CFSP), the EU’s involvement has remained that of a player of second order, bringing only auxiliary contributions while, according to the circumstances, the USA, NATO or even the UN have come to the fore.
