EU Strategic Compass. Actions to be implemented and missions to be strengthened in the short term

Abstract

Con l’approvazione dello Strategic Compass nel marzo 2022 l’Unione Europea ha prefigurato il percorso per il potenziamento della Politica Estera e di Difesa Comune, individuando misure volte a dare corpo agli intendimenti già enunciati nel più ampio documento EU Global Strategy del 2016. Il ritiro occidentale dall’Afghanistan, il conflitto in Ucraina e il generale deterioramento della situazione di sicurezza nella regione europea e nei quadranti ad essa limitrofi impongono risposte rapide e concrete per far sì che l’Unione possa giocare un ruolo chiave per la sicurezza, la pace e la stabilizzazione del proprio vicinato e delle aree di interesse strategico. Occorre ora passare ai fatti: implementare lo Strategic Compass con i necessari ulteriori miglioramenti, sviluppando i relativi piani per potenziare le strutture decisionali e le forze, nonché per identificare dove è necessario incrementare le missioni già in atto e avviare nuove iniziative capacitive. Una scommessa da vincere, che richiede massimo impegno e piena coe-sione da parte dei Paesi membri.

With the approval of the Strategic Compass in March 2022, the European Union outlined the path for strengthening the Common Foreign and Security Policy, identifying measures to give substance to the intentions already expressed in the broader EU Global Strategy document of 2016. The Western withdrawal from Afghanistan, the conflict in Ukraine, and the general deterioration of the security situation in the European region and its neighbouring areas require swift and concrete responses to ensure that the Union can play a key role in the security, peace, and stabilization of its neighbourhood and strategic areas of interest. It is now necessary to move to action: implement the Strategic Compass with the necessary further improvements, develop the relevant plans to enhance decision-making structures and forces, and identify where it is necessary to increase existing missions and initiate new capacity-building initiatives. A challenge to be won, requiring maximum commitment and full cohesion from the member States.
