Europe between governance and participatory models

Abstract

In the contemporary European context the passage from government to governance becomes necessary. Governance can be redefined as an administration process at multiple levels, identified and recognized as “government without force”, a process based on the dialog that precedes any form of decision. The implementation of governance is essential in order to implement the democratization process of the European institutions, as regards not only the future targets that the EU has set itself but as regards the role that it has so far taken, or will take or should take.
