Europe: failure of the constitutional project and identity crisis

Abstract

From the institutional debate to the negative votes in France and Holland, up to the decision taken by the European Council to block the ratification process in 2005, this paper examines the dynamics of the collapse of the European constitutional project. The downfall of the constitutional path, in addition to problems on the political side, brought out a deep cultural crisis: a European Union without an institutional identity.
